With a legal career spanning over three decades,
Connecticut native Thomas A. Cloutier has practiced
law in Old Saybrook since 1973. He has successfully
tried many court and jury cases to verdict, devoting the
majority of his practice to matters involving personal
injury, wrongful death, and medical malpractice. Mr.
Cloutier’s practice extends to representation of
numerous property owners and major developers
before municipal land use commissions in lower
Middlesex County.

Thomas A. Cloutier
Throughout his career, Mr. Cloutier has been active in local, state, and national bar activities. He
has served in all the executive officer positions in the Middlesex County Bar Association including
president in 2002–2003. A member of the Connecticut Bar Association (CBA), Thomas Cloutier
was formerly a member of the CBA House of Delegates.

For many years, he has been active in the Connecticut Trial Lawyers Association, serving on both
the Executive Committee and Board of Governors. He was elected as President of the
Connecticut Trial Lawyers Association in 2001, and has been a member and vice chairperson of
the Statewide Grievance Committee. Nationally, Mr. Cloutier is an active member of the
Association of Trial Lawyers of America.

Mr. Cloutier was appointed by the Governor to serve on the Judicial Selection Commission for a
four-year term. The Commission elected him as its chair for the last year of his tenure. The Judicial
Selection Commission is an appointed body, which evaluates candidates for judicial appointment
and recommends reappointment of sitting judges.

Attorney Cloutier lectured in Business Law at the University of New Haven and served on the
Westbrook Board of Education for 14 years.

Attorney Cloutier and his wife are the parents of two grown children.
